“And He gave some, apostles; and some, prophets; and some, evangelists; and some, pastors and teachers; For the perfecting of the saints, for the work of the ministry, for the edifying of the body of Christ.” -Ephesians 4:11-12
The Apostolic mantle rests upon the House Of David Worship Center leadership of Chief Apostle Joseph F Starks and Pastor Janette Starks. Called of the Father to a faith walk into full-time ministry in 1987 they forsook all in obedience to that call trusting, with willing hearts, the Father for their daily supply.
Apostle: One of apostolic authority given by Jesus. The position is demonstrated by signs and wonders for the purpose of validating their message, establishing churches and bringing people to maturity in Christ. Those that hold the office of Apostle are on the front lines of ministry.
Living Waters Ministries was founded in North Charleston, SC through the word and vision of the Lord after the man and woman of God received ordination as Prophet and Teacher/Counselor from Apostle Leroy Hamilton.
The call to the office of the Apostle came a year later. An Apostolic prophetic word of the Lord concerning movement from “tabernacle to tabernacle” later led the ministry to Long Island, NY and then to Dayton, OH. There Apostle Starks received the mandate of the Lord to “blaze into and apostle the inner-cities”, along the east coast of the United States, within the Caribbean Islands, Puerto Rico and the nation of Israel.
The Apostle has the authority of the Father:
“Then He said to them, Follow Me, and I will make you fishers of men.” -Matthew 4:19
The Apostle calls and is the commissioner of men:
“These twelve Jesus sent forth, and commanded them, saying, Go not into the way of the Gentiles, and into any city of the Samaritans enter ye not: But go rather to the lost sheep of the house of Israel” – Matthew 10:5,6
The divine word of the Lord led the ministry back to NY to pioneer and commission a church in Brooklyn. During that time the Lord also led Apostle Starks to attend the School of the Prophets Conference at Zoe Ministries where Master Prophet E. Bernard Jordan is the over-seer. There he received several substantial prophesies with impartation which had great effect upon the direction of the ministry. With the movement of the ministry continuing from “tabernacle to tabernacle” Apostle and Pastor Starks with family returned to Charleston, SC in 1992 where they founded and pastored the Church of Charleston for 2 years before being beckoned by the Holy Spirit to Wilmington, DE to plant three churches by 1995.
The Apostle ministry demonstrates the authority of the one sent:
“And by the hands of the apostles were many signs and wonders wrought among the people; (and they were all with one accord in Solomon’s porch.” -Acts 5:12
“Truly the signs of an apostle were wrought among you in all patience, in signs, and wonders, and mighty deeds.” –2 Corinthians 12:12
Finally after ten years of traveling from ‘tabernacle to tabernacle’ as had been prophesied, under the leadership of the Holy Spirit in 1997 the Lord spoke to Apostle Starks to return the ministry to Dayton, Ohio.
The mandate of the Lord was to begin a new work and to “bring His people into deeper relationship with Him”. The Church of Dayton , established that same year, had its humble beginning from home bible studies.
In 1999 Apostle Starks presented Living Waters Ministry under the apostolic covering of Apostle R.L. Jackson, Life Center International Ministries; Brooklyn, NY. The following year the Church of Dayton traveled to Brooklyn to witness the presentation of Apostolic Ordination upon Apostle
From 2004-2006 Apostle Starks was called on to serve as the House Apostle at Bibleway Christian Church, Riverside, OH. There he established both the Higher Calling School of Excellence and the Prophetic Boot Camp for ministerial training.
The Apostle ministry brings revelation of the written word:
“He saith unto them, But whom say ye that I am? And Simon Peter answered and said, Thou art the Christ, the Son of the living God. And Jesus answered and said unto him, Blessed art thou, Simon Barjona: for flesh and blood hath not revealed it unto thee, but my Father which is in heaven.” -Matthew 16: 15-17
2006 brought about the present name given by the Lord for the church – The House of David Worship Center – as well as the promotion through vision to that of Chief Apostle. The Lord led Apostle south in 2008 to establish a new work in Charleston, SC while the church, under the oversight of Pastor Janette Starks, carries on with Dayton as the ministry base.
The House of David Worship Center Southern District is presently located in Summerville, SC. In 2020 the House of David committed to Apostolic covering over an overseas missions field church in Mindanao, Philippines. The Flock of God Tabernacle with Pastors Ernie and Mary Jane Matulac & Associates were welcomed with open arms in the love of Jesus Christ.
One of an excellent spirit Apostle Starks moves with a dynamic revelatory teaching and preaching ministry. He also moves in a powerful deliverance ministry with the power gifts of the office in operation. A strong anointing for the miraculous rests upon the ministry. Apostle is also a skilled bass player and psalmist of prophetic song with over 100 songs of the Spirit.
As “inner-city missionaries” Apostle Starks continues to frontier and occupies new ground for the Kingdom as the vision of the living God is brought forth for His beloved Church in this hour. Apostle Starks and his First Lady, Pastor Janette, are the senior pastors of the House of David Worship Center. They are the parents of 2 adult children and the grand-parents of eight.
